On trying to restart the engine would turn over but no start?

Pulled out of parking space yesterday and truck shut off. On trying to restart the engine would turn over but no start. Unhooked the batteries for 10 minutes reconnected them, still no start. Checked fuses in underwood fuse panel all checked good. After an hour in the parking lot checking things and still no start I called a wrecker to have it towed home. When I got it home and the tow truck driver suggested I try it again, I hit the key and it started right up. I have a 2 part question, where would you suggest I start looking and second part of the question is, which OBD2 scanner would you recommend I buy in the sub $200.00 range?

There are many good OBDS scanners, but I recommend a CAN scanner because it scans the entire truck. It can tell you about problems with the engine and supporting systems, SRS, ABS, climate control etc. Check out this one:

As far as the truck goes have you serviced the fuel filters/water separator? Also, there is a fuel pump and ECM relay #5 in the under-hood fuse panel that go out. Also, we should scan for codes as well.

I have also seen the fuel filter container leak toward the top which allows air to get inside the fuel system. Check out the diagrams (below). Please let us know what you find. We are interested to see what it is.

Changed out the fuel filter and replaced the relay, so far so good have taken a few short trips to town and back and I haven't had the issue repeat itself. If it does I'll let you know.
