I'd look at a similar mirror in a salvage yard. It's hard to tell what is broken without having all the parts to look at. The photos suggest there are two pieces that just pop together to form the swivel. If that is correct, you should be able to pop it back like it was.
If there was a metal base that was glued to the windshield, there are repair kits for that. You get a little vial of cleaner that you break inside its plastic tube, then the cleaner dampens a built-in felt applicator. If you're fast, you can clean two windshields at the same time before that stuff evaporates. Next, you get a small tube of adhesive.
I didn't have that repair kit when I was ready to glue the button back on my windshield, so, as a "temporary" repair, I used a small dab of Chrysler's gray silicone gasket sealer. (Their gray stuff hardens stronger than their black stuff). That temporary repair has lasted over four years and it was a lot cheaper.
