Instrument controls and or electrical problem

While driving and have cruise control on if I turn on blinker it kicks cruise off. Then momentarily power fluctuates from low to normal continuously. Radio on and off, locks lock and unlock. airbag light off and on traction control light off and on etc.. I stop turn off. When I turn key back on (not start) there is no power at all. Wait a few minutes and power comes back on and vehicle starts.
