ignition switch will not turn over

ignition switch will not turn over and the steering wheel is not in the lock position you can still move it.

So the key is jammed in the accessories or some other position and will not turn? If so sounds like you need a new steering lock housing ignition cylinder and key which you have a two piece key so you do not have to buy the fob. But the new key will have to be programmed to the immobilizer. Not many scan tools will program the key. we have cars towed to our VW dealer all the time for lost keys and ignitions bound up. Unless you can find a lock smith capable of doing it.
