The first part is not hard. It involves removing the battery cables, disabling the airbag system, remove the steering wheel, then the dash covers. Next remove the steering column and drill out the bolts that hold the lock cylinder on. Reverse the process to put it back together. (Condensed version)
Reprogramming the security system is the trick. You need a dealer level scan tool and the programming code the dealer uses. No other way to do the programming as it is part of the anti-theft system.
Plus you will need the scan tool to perform an idle relearn once you get it running.
Overall it is probably cheaper overall to have the dealer do it as they have the parts and the scan tool. To DIY you need to have the tools. Change out the cylinder and now get the car towed to the dealer to have them program the keys and perform the idle relearn. That will cost you at least an hour of labor.
