Hi,

If you have a low voltage signal issue, first check to see if there is any corrosion or damage to the connectors and wiring. Most commonly, the connectors corrode and lose a good connection.

Next, what are the actual codes you retrieved? The info TID and CID mode 03 is an advanced diagnostic code that indicates the need for external equipment is needed to access the "P" codes which set the code or codes. In this case, a scan tool is needed.

Mode 03 is likely related to something failing within the emissions system.

If you have already checked for codes using an OBD2 scanner, let me know what was retrieved.
