That looks like a valve cover stud. What kind of problem are you trying to solve?
If you need one like it for a replacement, the fastest solution is to get one at a salvage yard from a similar engine. That will insure it is the right size and thread pitch, as well as hardness and any special factory coatings to resist corrosion.
If the hole is stripped out, take the bolt to any auto parts store and they will match it up to the correct "Heli-Coil" kit for you. Those come with the correct drill bit to drill the hole larger, the correct tap, which rethreads the hole, and a number of stainless steel inserts along with the tool to run them in. Once the insert is installed, you break off the tang that was used to wind it in, then the inside threads will be identical to what was there originally. You use the original bolt or stud over.
The only thing you have to watch out for is that you wind the insert in all the way so none of it is sticking up to where you would catch your fingernail on it if you slid your finger over it. It it's sticking up, it could hold the cover up from sitting down all the way. If that happens and the tang is already broken off, just grind the excess off so it's flush.
