there is a ground wire in th wiper motor and they wil break sometimes and need eitehr rplacing the wiper motor or fixing the broken ground. It is just below the cover of the wiper. The fluid motor may have ablocked line, depending where you are located in a cold climate the line may have froazen from not having enough washer solvent in it , instead being mixed with water. If the hoses aren't plugged then sometimes the pump vanes on the motor spin whenthe pump is activated. you'll have to replace the motor but check the hoses and also take a very small wire like used on parts tags and run down steel part by wiper blades as this plugs as well......
