how to remove the windshield wiper arm

I removed the screw cap on top of the arm but it seems to be firmly fastened to the stem. I don't want to break anything. Is there something else holding the arm in place or do I need to try penetrating oil?

They make a puller to remove them. See if a parts store near you will lend you one. The metal between the wiper arm and stem get corroded and can be very difficult to remove.
