How can I get my car to pass smog?

Says the car running too rich.

This is normally due to a misfire or high fuel pressure. Also, it could just be a failed catalytic converter.

So we need to start with what the actual codes were that went with these codes.

Also, here are some guides that talk about this test and some things that you can try but I suspect we are going to have to replace the converter to correct your issue.
