My horn is not working. We have checked the fuse and it is good

My horn is not working. We have checked the fuse and it is good. The horn itself is good (was tested). Where is the horn relay switch located and how would I know if it is good or bad? I also have looked in my car manual for its location but it does not show its location or tell me where it is at for that matter.
