This is normally an issue with the clock spring. Both of these items are run through this in order to prevent the wiring from getting wrapped around the steering column. So the clock spring is just a spiral piece of metal that keeps electrical contact so that there are no wires from the part of the wheel that turns to the steering column that does not turn.

Lastly, I attached the process from the manual on how to replace this. If it were me, I would go ahead and replace this as that is the most common part that would cause this.
