"97 Acura CL lighter

I have a '97 Acura CL. The cig. Lighter is not working. I have checked the fuses and everything looks good. I removed the radio trim piece and can see the wires. Can anyone tell me which wire should be hot. Is there something else I should be looking for. Need to get this working for daughters cell phone charger.

The +12v wire will be the one in the middle, and the one on the outside will be the ground. It'll only test when the car is in accessory. If the wires show voltage and you plug the cell charger in and still nothing, check inside contacts of lighter, and try the another accessory in the plug.
