Surging

My son owns a 1997 Honda civic. A new (used) motor was just put in and now the engine surges when idling. Otherwise it runs good. All codes have been checked and new sensors put in (about 5). Any ideas on what could be causing the surging?

One of 4 things can cause this:
1. Intake manifold gasket
2. Throttle body gasket
3. Fuel pressure regulator is bad
4. Torn/disconnected vacuum line
