I have a 99 Honda Civic EX, 95K miles, automatic transmission, 2 FWD. At 94K miles, I replaced the spark plugs, spark plug wires, distributor cap, and oil change with filter. The alternator also has been replaced on Sep 12, 2007. For the past week, my car has stalled when I come to a stop, cornering a turn at very slow speeds, and when the car is in park. To add to that, the AC is only cold when the car is moving. If the AC is on and the car is in Park, the AC does not blow out cold air. Current symptoms are: 1. When starting the car, it will idle around 2k RPM will flicker back and forth from 1K RPM to 2K RPM until I put the car into Drive, then it idles at a constant 1K RPM. 2. While driving, the car's RPM will sometimes flicker RPMs, changing from 3K and dropping to 2K and coming back up. 3. Car will stall at stop lights, slow turning speeds, when stopping completely. 4. AC is warm when in park, only cold when the vehicle is moving.

I think it needs a new Idle Control Valve or a new Air filter. The air filter installed now is one of the after-market Cold Air Intake and I don't know how reliable those are.

Please help. I saw other posted forums and I want to agree that it is the Idle Control Valve but I want to make sure before I spend $200 replacing it instead of having the mechanics rip me off (Still haven't found a decent mechanic). Thank You so Much in advance.

I have a 99 civic ex with 98k and I seem to have the same problems as you. I am also experiencing a drastic loss of mpg. Im only getting about 24-28mpg. This is horrible! Have you figured out what is wrong with your car yet? I just had the fuel filter replaced in my car yesterday and it is still acting up. I am currently running some Lucus gas treatment through it to see what that does.

I too have the same problems that you both mentioned. Car has 127,000 miles and decided not to start one day. Since then I had distributor replaced, 3 days after that, the car stalled for the first time ever. Now it seems to want to stall all the time; especially at stop signs and lights. I have taken to driving with 2 feet to keep it running because if it stalls who knows if it will start? Also I keep a/c on constantly just to keep RPM's a little higher. When I start the car now I turn it to position 2 with a/c on basically freezing the interior for a couple minutes and usually the car will start. I have had plugs and wires replaced with no help. My neighbor is going to adjust the fuel tomm. Says its running lean I have no CEL, money, or days off to plop at a shop. Consensus I've read is main relay, and or faulty ignition that was recalled It is weird how the symptoms keep adding up, my rpms bounce all over the place while maintaining a steady speed on a flat road.

The main relay will click on after you turn the ignition to on and the check engine light comes on and goes off. Then you will be able to start the vehicle. If the vehicle starts and runs then generally the main relay is not bad.
