2003 Honda Civic Car Overheating

My car is ONLY overheating when I turn on the heat or the air conditioning. Even if the heat/air fan is in the off position but I turn the temp control in-between hot and cold it overheats. If I leave the temp control on cold but the fan off if never overheats.
I just recently changed the thermostat and that was not the problem. When It does overheat I check to make sure both fans under the hood are on, which they are and the hose coming from the thermostat is hot along with the hose directly above it so everything seems like it is operating correctly.
Please help!

Believe me, changing the temperature setting has no bearing on anything.

If you are sure that it's full of coolant and not losing any, then I'd blame the radiator. This is assuming that you have not already overheated it to the point where it has a head gasket problem now.
