2002 Honda Civic sound from brakes

Hi Car Pros.

I have a sound that comes from one side of the front end when I brake - fast or slow.
I just replaced a warped rotor and that went well, but it didn't fix the sound; "woop, woop" with each rotation - not a squeal.
Also, the wheel doesn't turn true, and the steering wheel shimmies slightly at highway speed.
I didn't hit anything while driving, I had a shop look at it, he replaced the bearing and that didn't fix it either.
Any ideas?

Check the plate behind the rotor
have the tires checked and balanced

Sorry, it's not the splash plate.
No one has been able to figure this one out.
The wheel doesn't turn true, It's tight and not bent.
Two shops have put a indicator guage on the thing and they don't know which is not turning true.
Of course, it doesn't make any noises unless it's on the road.
I'll keep you posted.
