2002 Honda Civic Overheating and Blowing cold air instead o

My Car is overheating. When I drive in the highway its low but when I get to the city the car starts to over heat. I added antifreeze to the radiator and the reserve but from time to time the antifreeze will foam and come out the reserve cap, spuing it all over my engine. Also when I try to turn the heat on it blows cold air. I dont have any leeks and all the hoes's are fine. I checked the Thermostat and it opens and closes fine.

While the car is idling you need to check that the cooling fan is comming on. It should come on a little over the halfway mark and then shut off. If it doesnt come on then this is why you will overheat in town and not on the highway. Your car doesnt need the fans when your speeds are higher but it does when you are in town to cool things down.
