You can pop the hood by get a long screwdriver and yanking on the hood release cable or if you can access the lever, that would be better.

Once the hood is popped get someone to pull on the hood release latch and you can check if the cable is pulling the lever back to pop the hood. If it is not, you may have a broken cable or a seized latch.
