1999 Honda Civic MG CLUTCH RELAY AND CONDENSER FAN RELAY

i have a 99 civic si which was used and I have been having some issues with my climate control. Every time I would turn my ac or heater on my whole climate control unit would stop working and the air would stop coming out of the vents. One day I opened up my fuse box under my hood and noticed my mg. Clutch relay and condenser fan relay had a wire connecting to them both. Once I disconnected the wire which was running from the mg. Clutch relay to the condenser fan relay the ac or heater worked normally my question to you is why would these two relays be connected? I also notice that my ac isn't bowing cool enough air either. When I turn on my ac the little led light comes on and everything but I 'm baffled why would these two relays be connected together?

These two relays are not to be connected together but I imagine you had a wire running from one to the other because the control circuit of one of them was faulty, so they just jumped power from one to another.

Can you tell us which terminals the wire was running between as that will help figure out why it's there?

As for the AC not blowing cold enough, this is most likely due to low Freon.
