1998 Honda Civic whipers

My whipers will not turn off. I can switch it from slow to fast but not off. I replaced the switch it did not fix the problem. I was told it could be a control switch. How would I test and replace that?

Which switch did you replace? It sounds like a problem with the multi-function switch.

I replaced the switch on the stearing collum
I was also told it could be the whiper motor?
