1998 Honda Civic speedometer not working

I am having some issues with my 1998 honda civic lx. The speedometer is not working properly, it jumps randomly while I am driving. Also because the speedometer is not wroking properly the transmission is not working properly either, it is like it wants to shift but does not know when to. Has anyone else come across this issue and what is the solution? I have also already replaced the vss (vehicle speed sensor).
