1998 Honda Civic Car runs bad after sitting in traffic.

My car runs 100% when cold and on long journeys but if I come to a town and have to sit in traffic for a while it runs like crap after. (Struggles to accelerate, gets louder when you put your foot down but doesn't really go anywhere) It was doing it after I was stuck at traffic lights for a while and I came to a 3 mile downhill stretch of road, so I let the car freewheel down and by the bottom of the hill, when I put the car back in gear it was 100% again.

Someone told me it could be heatsoak but I have the standard airbox on the car.

It is heatsoak, a component is failing under higher temperatures. This is not normal obviously and needs to be resolved.

When the car is acting up, you should test fuel pressure and strong spark. This will lead you in the right directions. I have seen fuel pumps do this, as well as ignition coils/ICM's. So first test the basics while the car is acting up! Then get back to us.
