1989 Honda Civic I cant get the car to go any faster than t

the car seems to idle fine , when i put it in drive it cuts out and wont go any faster than 10 mph. I have changed the fuel filter and checked the ecm codes, the codes showed up as a ten so i changed the intake air temperature sensor, i talked to a friend he said it might be bad fuel so flushed the tank and put high octane fuel with fuel injector and carb cleaner it still idles fine but wont run while it is in drive
