Instrument Lights - Gauge pointers cannot be seen at night

1995 Honda Accord (235,000 mIles) instrument lights work however the speedometer,tach, and other "pointers" do not illuminate. Are they bulbs or led? I have had both answers from Honda dealer shops. If bulbs how do you get to them?

I have replaced the cluster on that before and it is bulbs. You have to pull the whole cluster out of the dash. Grab a repair manual and take it on. It isn't all that bad of a job.
