Honda Accord fan speed switch

Dear friends,
My air speed switch on my 2002 Honda Accord SP
only operates on the 3rd and 4th speeds. Is the problem in the switch or in the fan motor? Thanks

Sounds switch related but the switch itself might not be the culprit. There is a resister either as part of the switch or adjacent to the switch that changes the current to the fan. I would say it is failing.
