No sure what they are calling Compliance Bushings, but, you say it is not driven much, were is it parked? In a Garage or Outside?
As far as the bushing being torn the reason for this with little driving is Dryrot. If the vehicle is not driven a lot and sits a lot the the bushing aren't getting used or moving and that can cause the bushings to go bad. The more the bushing move the better, movement keeps the bushing flexible and a vehicle that sits a lot the bushing get hard and brittle.
