1999 Honda Accord p-1491

Car will not pass n.J. State inspection. Code p-1491 egr low passage code keeps coming up. I replaced the egr ( after market), tried cleaning the 2 ports under the egr valve by spraying brake cleaner and pushing bailing wire to clear any obstrution but the bailing wire would only go so far. Need to know is there another synsor to be replaced or how to fix the problem to pass inspection. THANK YOU

If you remove the upper intake plenum (easier than it looks) the EGR passage will be plugged where it goes from lower to upper intake, common problem on V-6 Hondas. Honda has a kit where you drill out the hole and drive a steel insert into the upper intake, you wont have to do this, it just is a "long term fix" yours went 160k so you would be ok just cleaning out the passage
