1998 Honda Accord Overheating on a Stop & Go Traffic

Hello folks, my Accord is acting weird these past couple of months. Whenever I am on a stop and go traffic ( I really mean stop and go) the needle on my dashboard's temp gauge is going up the roof. I had to stop and take a 15 minute rest just to have the engine cool off a little bit. Then, whenever I do a continous driving, the temp goes back to normal. I also tried one time when it overheated to just drive it back home, and voila! What do you know, the temp went back to it's normal state. I had the cooling system flushed. I had it serviced also. One thing that I noticed was the cooling fans won't turn on whenever ngine is getting hotter, the same whenever I am waiting for example in a parking lot and my engine is running. I usually noticed that the cooling fans will turn on intermittently. I also checked the fuse for the cooling fans and it is okay. Please help, I don't have a fortune to spend on car repairs. Your input is very much appreciated. Thanks a lot!

Check/replace the radiator fan relay in underhood fuse/relay box

Try saving the picture onto your comuter. You should then be able to make it bigger or zoom into it.

I tried saving it already before I asked you but it is still unreadable. I tried zooming it in but the words and the image became blurred, I even tried to print it out but no luck, couldn't read anything off of it.

Check or replace this rela ... middle on right hand side of underhood fuse/relay box .. i can't make it any bigger ..sorry hope you can see this ?
