Hanging unknown plug

I got up and did my pass around my car this morning only to notice that there is a hanging 3-prong electric plug under the car on the front driver's side. I don't know what it is or how to fix it. Please advise. Thanks.

Can you take a picture of the connector and give me the wire colors of the wires?

Does anything not work in the car? Is the check engine light on?
