Front right passenger side there is a grinding sound when turning left

I recently had my tires changed (about two months ago) and three days ago I started having a metal on metal grinding sound while turning left. The noise is located up on my right passenger wheel side. The noise is in sync with my tire rotating as I move. It sometimes does it when I'm going straight after a stopping at a stop light as well. The noise stops at around 40 mph every time. What could this be?

If the noise is only while turning the wheel then this sounds like a rack and pinion issue. However, if the noise is only when the wheel is turned but moving, this sounds like a possible rotor issue or bearing. It could also be the axle shaft. However, I think the best thing is to get a video of the noise so we can get on the same page. If you can get it during slow speeds then stand outside the vehicle close to the wheel and have someone drive slowly so you can record it. Hearing it I am sure will get us on the same page. Thanks
