1985 GMC Truck Smog Pump question?

Hi there-

Just took my rebuilt 1985 GMC S-15 to my mechanic and he is saying that the Smog Pump is out or frozen. The reason I took the vehicle in was oil leaking underneath and a "tinging" noise when it runs. I was told when this was the issue there was a way to bypass the belt. I would rather fix it right. They are charging close to 350 for the replacement?

Any advice or help would be great.

try a junk yard or if there are rebuilt ones out there. I've seen rebuilt ones and i'm sure an auto parts store may have an idea on these. the tinging may be the valve that is on top of the amog/air pump as they used to do that quite a bit.
