1999 GMC Jimmy P1351 code

I have a 98 Jimmy 4.3 no spark will crank over and is getting gas replaced cam sesor crank sensor ign control module had coil tested they said it was good replaced rotor and cap and still no spark and I get P1351 on the OBDII all it says is Ignition coil control Circuit high voltage. What is this I have read so much on it I don't know what to think it is anymore.

Im not an expert but ive had similar problems, your sure its an ignition problem.(Spray starting fluid in the throttle) did you check your fuses, or look for loose connections, is there fuel in the fuel tank, make sure none of your ignition compontents are wet if so spray some wd40 on them, is the battery fully charged have you checked or replaced the ignition module, or the distributor itself. Its best to try and test these parts first because, it can get expensive replacing parts you dont need. Then again there is a little piece of mind when change them because your sure that part isnt faulty.
