Assuming that the vehicle never had DRL's:
Your light switch cannot handle the current that the headlights draw so they route this through a relay to handle the load.
If you have DRL's and they are not functioning:
There is a fuse labeled DRL and that feeds a seperate relay with a small value resistor (DRL's are not at 100% brightness). When you turn on your headlights another relay bypasses the DRL relay to give you 100% birghtness.
