1989 GMC Jimmy Car surging

Started up the car in the morning where I noticed that the engine popped a couple times. Then went to get onto free way and it seem to bog lag a bit. Got it up to 75 MPH and it then went from accelerating to MOMENTS of no throttle response. Just like the motor had been turned off.

Sometimes fanning the throttle worked sometimes it did not. Pullled off road and popped hood checked all wiring and such to make sure something had not come loose. Limped the car back home it bogggin out hard no throttle repsonse at times and sometimes it would respond. Firs thing I did was replace the Fuel filter on the engine frame next to the fuel tank.

Car has had new distributor put in and I rechecked cap for any sign of water or anything but all was clear. Checked spark plugs all dry no moisture. I am guessing fuel pressure regulator or fuel pump but I am not a pro so any help would be appreciated.

Has the check engine light come on? Also, it could have to do with fuel pressure. Here is a how to video that shows how to check pressure and the regulator.
