Gas needle stuck on full

How can I fix without having to have the tank pulled? is there a fuse or relay that controls it?

The fix depends on the cause. If the float is hanging up in the tank, you know there is nothing else that is going to solve this.

You did not include any history so I cannot make any generalizations based on that. Some fuel level systems will go to "full" if there is a break in the wire going to the level sensor. You might start with inspecting the wiring, and checking the connector terminals for corrosion.
