This vehicle isn't offered in the US, so my technical information is extremely limited. However, I'll try to help.
The fuel gauge receives power via a float level sensor in the fuel tank. The sensor contains a rheostat that based on float position, sends different voltages. Based on the amount of voltage, the gauge should change position.
If your gauge doesn't move at all regardless of fuel level, my first suspect is either the float is stuck or the rheostat is bad. To access the rheostat requires removal of the fuel pump.
