fuel to only one side of the intake manifold

I am only getting power to one side of the dual injectors. If I reverse the top electrical plugs then the opposite injector works. Why does only one of the plugs or top caps have power and not the other? I installed a new activator plug and no change. What can I test or change?

Both powered by ECM check for voltage on both wires. If no power on one check at ECM D connector D14 and D16 if no power then ECM faulty
