Hi,
When the tank if empty, there is air in it. For fuel to enter, the air needs to be displaced. So, what you are experiencing is likely a plugged or damaged vent.
I don't know if this has a gas or diesel engine. If it is diesel, the vent comes out at the top of the tank and vents.
If it is a gas engine, it exits at the same place, but then is sent to the charcoal canister before venting,
I attached two pics below. The first shows the vent location. The second shows where the charcoal canister is located.
Let me know if this helps or if you have questions. If it is a gas engine, to test if the problem is the charcoal canister, disconnect the hoses to it and see if it takes fuel normally.
