A fuse? No.
It sounds to me as though for some reason the fuel level float is not dropping to the bottom of the tank when the tank is empty or close to empty.
I would first look for a huge dent in the bottom of the tank.
If no dents, drain the tank, remove the fuel level sender and float arm assembly and with the wires hooked up, turn on the ignition to run, swing the flat arm to the full and empty stops and see if then the gauge reads full and empty.
If not, after inspecting that the float arm is not bent or damaged, try a new fuel level sender.
