front seatbelts wont pull out or retract. stuck 1/2 way out. wont fit around a person. please advice

Both of the front seatbelts will not move. They are partially pulled out. They will not pull out or retract. It is only out a little bit and will not fit around a person. Is there a reset button or a release. please advice.

Seat belts do not have reset buttons.

Move vehicle to level ground and try tugging and releasing the belts to see if they become unstuck. Ensure the belts are not twisted behind the covers, these would get the belts stuck or slow to retract.
