This is an odd one based on what you replaced. So let's take a step back and prove that this is both front wheels by getting them to lock up and then lift the vehicle on jack stands and see exactly which wheels are locked up.

When the wheel is locked, can you brake the bleeder loose and see if it releases. If it does then this is a hydraulic issue.
Then we need to confirm what type of brake fluid you are using.
