Not necessarily, you cannot tell if the fuel pump is good until you check the pressure with a gauge, it can come on, but that does not mean it is up to pressure, most of the time it is a pluged fuel filter which is right in front of the pump try changing your fuel filter first, and see if it starts up, because if the pump is no good, you will change the fuel filter anyway.
