It's under the glove box. Might be covered by kickpanel plastic. Must have air control panel buttons set to something besides 'off' for it to work. Could be bad fuse, bad wiring plug, bad pushbutton panel wire connector (melted/burnt), bad speed setting resistor assembly, or bad/stuck blower motor brushes. When you locate blower, hit/kick it to see if it comes on. That would indicate stuck/worn brushes.
