Parking Brake repair question - Ford Taurus

I have a 2002 Ford Taurus SES, Mileage: 68,000

I'll try to make this short!! A few months ago I was at a stoplight, I pressed on the brake and when I went to step on the gas the back left tire totally locked up - I was able to get the car to the side of the road (with a horrible noise and skid mark in the road!) - AAA tow truck guy came out and he said it was the emergency brake...he banged on the tire and removed the tire to free it up. A spring popped off and the brake released and I was able to drive away. My problem is that have to get the car inspected by the end of April and I am trying to fix it as cheaply as possible. Does anyone think I can fix this on my own? Can you tell by my description if the cable seized or if the rear caliper brakes seized? My friend is a part-time mechanic - do you think he can use penetrating oil to soak it up really well and fix it just enough to pass inspection? Does anyone know how much this would cost if I had to bring it to a shop? Any thoughts are GREATLY appreciated! Thank you so much!!!!

Well, if it a large spring, like inch to inch and half diameter, you may have to get a caliper. Really hard to say what you need over the net. Have the part timer pull the wheel and find out. If he can't figure it out, you might not want him working on it.
