instrument panel lights out

2002 Taurus 97000 miles 3.0 flex fuel. Instrument panel lights won't light when headlights are turned on. floor shift ind., radio and heat A/C lights come on and work fine. When headlights are turned on, only l & r turnsignal lights illuminate. all gauges and warning lights work fine. Was told its most likely headlight switch but want to be sure I shell out over $100.
