Speedo keeps jumping around

Hello ther. I have a 94 mustang gt 5 speed coupe. My speedometer keeps jumping around. Then it will go dead. Then as the rpm's get higher it will start to work again. What is the problem? Do you think it is the speed sensor or the speedometer cable? Please help. I dont want to wast anymore money on stuff that I dont need. Thanks.

No its no cable operated it has VSS at left side of the tranny. And also has a tranny speed sensor.

Do you have stock gears? If you have put in like 3.73 or 4.10 gears then that is prolly your problem thats what my car did till I got it calibrated. Hope this helps!
