2002 Ford Mustang NOISE- SOUNDS LIKE MY BELT IS SLIPPING OR

I changed my serpentine belt because of the type of noise the car had then I was told to change the tension spring, so I bought a new tensione. Afterward I still have the original noise. The car isn't running hot, there is no leakage I do notice this little fly wheel on the front of the air conditioning pulley turns and then stops while the engine is running. I'm lost can you help me?

The little "fly wheel" is just the A/C clutch it is designed to spin and stop. Nothing to worry about unless that is what is making the noise? You sometimes get residue from the old belt stuck to the pulley's. It will wear off in time. Or you could take the belt back off and clean the pulley's with a fine sandpaper.
