1999 Ford Mustang new air pump installed as per code PO411

1999, 3.8L, california mustang 2 door coup.

New Electric air pump installed. When the engine is cold, the air pump sounds like an airplane, for about 20 seconds. (Loud) Why? Should the new air pump sound like this? When I bought the vehicle, I guess the air pump never turned on. When I drive it, sometimes the air pump goes off again, not to long. Was the air pump installed ok? Help.

Pulled out the Dorman replacement and put in a motercraft. Noise went away.
