2002 Ford Focus overheating

Change the thermostat and cleanded out the engine cause it over heated and trew all water out from reservoir tank. But now is still heating up. The fans will only turn on when a/c is on. What could be the problems that the fans are not getting the signal to turn on to cool the car?

Inspect cooling fan relay(s). If OK, suspect faulty engine coolant temp. (ECT) sensor.

I have an 2001 focus and when that happened with my car I had to replace my sensors and it costed me like $600
